Italy’s iGaming Shake-Up 2026: Altenar Explains What Operators Need to Know

(Douglas).- Italy’s online gambling market is facing its biggest regulatory shift in nearly a decade, and Altenar’s experts are ready to guide operators through the changes.
Italy’s iGaming landscape is entering a new era. With the government’s Reorganisation of Gambling decree now underway, operators must prepare for significant changes that will reshape the market starting March 2026.
Key Changes in Italy’s Regulatory Framework
The new rules set higher standards for market entry:
Licence cost: €7M
Duration: 9 years
Taxes: 24.5% GGR (betting) | 25.5% GGR (casino)
Annual fee: 3% NGR
Responsible gambling contribution: 0.2% GGR (capped at €1M)
Currently, only 46 operators have advanced to the second stage of licensing, down from 93, leaving the remaining operators with tighter compliance deadlines and new operational obligations.
Opportunities Amid Market Consolidation
Despite stricter regulations, there’s a positive outlook. Longer concessions and fewer competitors mean more stability, clearer growth potential, and opportunities for long-term investment.
Francesco Papallo, Altenar’s Regional Director for Italy, explains: “We expect a more consolidated and transparent market, committed to long-term investment, innovation, and responsible gaming practices. Strategic acquisitions by international groups have reduced the number of active operators, consolidating a large portion of the market under major players.”
Operational Changes Ahead for Italian Operators
According to Altenar, the new regulations will reshape how operators engage players:
Multi-brand models will be phased out in favor of stronger single-brand identities.
Mobile-first design, AI-driven personalization, and responsible gaming tools will become essential for engagement.
Popular features like Bet Builders, cashout options, and real-time player markets — particularly in football and basketball — will continue to grow.
Live streaming will see increasing demand as it boosts player interaction and retention.
